continues at the rate of two and a half hours per day. For this I
have been receiving £7.10.0 per month since January lat, in addition
to the £5 above referred to making a total allowance of £12.10.0.
per month.
I beg to point out that this sum is not sufficient to pay
for actual overtime at the rate of salary I receive for ordinary
routine hours. This is apart from any consideration on account of
extra responsibilities and difficulties.
I wish to emphasize the fact that it is not a case of my
giving up my own work in order to act in a superior position, but of
doing, or attempting to do, the whole of my own work in addition to
that of my acting appointment.

I therefore submit, with all respect, that the fact of
exceptional circumstances out of the normal has already been
established, and I would ask you to be good enough to recommend that a
account of the extra work I did last year,
when, in consequence of the absence of Mr.Haggard (whose salary lapsed) my duties were very considerably increased before the de-
parture of Mr.Perkins, Executive Engineer, on leave, as well as
subsequently. I would also ask that the matter of the additional
allowance during the remainder of Mr.Perkins' absence be again referred
to the Secretary of State, with a statement of the facts, for his re-
consideration.
I regret that it appears to be to be necessary to write this,
and to trouble you in the matter, but I cannot but feel that the real
position of affaire has not been appreciated by the Secretary of State.
